安徽国华建设工程项目管理有限公司是由安徽国华规划建筑设计有限责任公司、安徽国华工程造价咨询有限公司、安徽天平建设工程监理有限公司与安徽国华不动产评估有限责任公司四个公司共同出自组建的。
该四个公司具备了在建筑业从前期立项、咨询、策划、土地房产评估、建筑设计、监理、审计等全过程的资格。在经过对市场的调查论证,同时也为了更好发挥各自在建筑业管理方面的优势,整合资源,共同组建了安徽国华建设工程项目管理有限公司,于2004年5月经安徽省工商行政管理局批准成立。公司实力雄厚,同时还有安徽国华物业发展有限公司和合肥市建设投资公司给予资金和人才上的支持,公司成立的宗旨是在受业主委托下,按照合同约定,代表业主对工程项目的组织实施进行全过程或若干阶段的管理和服务。
一、业务范围
国华项目管理公司将积极发展国家鼓励的工程项目管理,对具备条件的工程项目,根据业主的要求,实行工程项目管理,按照合同约定为业主提供以下工程项目管理服务:
1、在工程项目决策阶段,为业主编制项目建议书、可行性研究报告,进行可行性分析和项目策划;
2、在工程项目实施阶段,为业主提供工程项目管理、土地及房地产评估和咨询、规划建筑设计和管理、标底编制和跟踪审计、工程招标代理、物资采购管理、工程监理和施工管理,工程造价咨询、工程试运行(竣工验收)、专业技术咨询等工程建设一站式服务;
3、国华公司将代表业主对建设工程项目进行全过程或多过程的项目管理,在工程的质量、安全、进度、费用、合同、信息等方面进行管理和控制,以起到保证工程质量和工期、节省投资和提高效益的作用。
二、业务委托方式
根据业主的意愿,可以有多种业务委托方式:
1、由业主委托项目管理公司对建设工程的单个或部分阶段提供管理和服务;
按照工程的不同阶段,国华公司将可以为业主提供如下工程服务项目:编制项目建议书、可行性分析论证、项目策划、土地出让评估和管理、房地产评估、规划建筑设计、招标代理、标底编制、工程造价咨询、工程监理等。
2、项目管理服务(PM)
国华公司接受业主委托,在工程项目决策阶段,为业主编制可行性研究报告,进行可行性分析和项目策划;在工程项目实施阶段,为业主提供招标代理、设计管理、采购管理、施工管理和试运行(竣工验收)等服务,代表业主对工程项目进行质量、安全、进度、费用、合同、信息等方面的管理和控制。
国华项目管理公司将成为业主的参谋和助手,协助业主进行工程全过程管理各种合同,在项目管理公司协助下业主与相关承包商等签订,在最大范围内保障业主的利益:
1、项目管理承包(PMC)
国华公司接受业主委托,对建设工程的全过程的管理和服务进行总承包,代表业主完成建设工程全过程的管理和服务。大量合同由国华公司代表业主签订,最终为业主提供工程质量良好、造价合理、充分满足使用功能、具备使用条件工程项目。
2、工程总承包
国华公司还可以对具备条件的工程项目,根据业主的要求,按照建设—转让(BT)、建设—经营—转让(BOT)等方式组织实施。

Anhui Guohua Construction Project Management Co. Ltd. was founded through investing together by four companies, which are, Anhui Guohua Urban Planning & Architectural Design Co. Ltd., Anhui Guohua Construction Cost Consultation Co. Ltd., Anhui Tianping Construction Supervision Co. Ltd. and Hefei Municipal Construction Consultation Service Co. Ltd. subordinated to Hefei Planning Committee.
The four companies, which are qualified for the whole-process service during construction such as pre-stage initialization, consultation, planning, land and real estate appraisal, architecture design, supervision, auditing and so on, organized Anhui Guohua Construction Project Management Co. Ltd. in May,2004 with the permission of Administration For Industry and Commerce In Anhui Province, after market research to bring each one’s advantage in architecture industry management into play better and integrate resources. The company is with abundant strength and the support in capital and competent people from Anhui Guohua Property Development Co. Ltd. and Hefei Municipal Construction Investment Corporation. The tenet of the foundation of the company is to represent the clients to implement management and service during the whole process or part of the stages of the organization of the construction project according to the contract on commission of the clients.
Ⅰ:Service Item
Guohua Project Management Company will develop the state-encouraged project management actively and provide the following services to implement project management for qualified projects based on the requirements of the clients and according to the contract:
1: In the decision stage of construction project, organizes project proposal and feasibility study report to do feasibility analysis and project planning;
2: In the implementation stage of construction project, provides services such as project management, land and real estate appraisal and consultation, urban planning & architectural design and management, organization of the minimum acceptable bid or tender and track auditing, bidding and tendering agency, material procurement management, construction supervision and management, construction cost consultation, project commissioning (test on completion), professional technique consultation and so on.

The company provides various methods of business commission according to the desire of the clients, listed as follows:
1: management and service during the whole process or part of the stages of construction on commission of the clients;
According to different stages of the project, Guohua Company will provide the following services: organize project proposal, feasibility analysis and argument, project planning, appraisal and management of and transferring, real estate appraisal, Urban Planning & Architectural Design, bidding agency, organization of the minimum acceptable bid or tender, construction cost consultation and construction supervision and so on.
2: project management (PM)
On commission of the clients, Guohua Company will organize feasibility study report and do feasibility analysis and project planning in the decision stage of construction project, provide the service of bidding agency, design management, procurement management, construction management and project commissioning (test on completion), and represent the clients to manage and control the quality, safety, schedule, cost, contract and information of the construction project.
Guohua Project Management Company will be the clients’ brain man and assistant and help the clients to implement whole-process management to guarantee the clients’ benefit to the largest scale by helping them to sign kinds of contracts;
3: project management contracting (PMC)
Guohua Company accepts the commission of the clients to do lump-sum contracting of whole-process management and service of construction project and represents the clients to finish them. The company also represents the clients to sign contracts and finally provides them construction projects which are of high quality, reasonable cost, fully satisfying usage function and qualified.
4: project lump-sum contracting
Guohua Company also organizes the projects in the manners of Building-Transferring (BT) and Building-Operating-Transferring (BOT) and so on for qualified projects according to the requirements of the clients.
